Describe why this competency matters and the core value for learners and the organization
Roles, experience level, or cohorts (example: 'New hires — 0–6 months')
List specific behaviors, outputs, or decisions learners should demonstrate (use verbs: describe, perform, create)
Concrete artifacts, measurements, or supervisor observations that will prove mastery (examples: error rate < X, independently complete Y)
