S&OP / IBP Playbook: Roles, Data, Scenario Testing and Decision Rules

This playbook helps your commercial, operations, and finance leaders have fact-based conversations, make balanced tradeoffs, and issue predictable commitments. It focuses on clean inputs, defined roles, repeatable scenario tests, clear decision gates, and simple KPIs so S&OP becomes a decision engine rather than a meeting treadmill.

Why this matters

Without reliable data and clear decision rules, S&OP devolves into opinion, finger-pointing, or last-minute firefighting. A practical playbook reduces surprise inventory, prevents missed delivery promises, preserves margin, and creates a repeatable path to resolve tradeoffs between service, cost, and working capital.

Recommended cadence and participants

Use a scalable cadence: weekly tactical, monthly S&OP (operational review), and quarterly strategic IBP. Keep each meeting focused and accountable.

  • Weekly Tactical Review — Operations planner, production scheduler, supply planner, materials coordinator, customer service lead. Purpose: short-term execution issues and immediate constraints.
  • Monthly S&OP / Operational Review — Demand lead (Sales Ops), Commercial leader, Supply/Operations leader (Plant/Production), Supply Chain/Procurement, Finance Business Partner, S&OP facilitator, Product Management. Purpose: align forecast, supply plan, inventory, and financial impact for the next 12 months (or your planning horizon).
  • Quarterly IBP / Executive Review — Executive sponsor (CEO/COO/CFO), Heads of Sales, Ops, Finance, Strategic Product/Market leads. Purpose: validate scenarios, approve resource shifts, and commit to strategic tradeoffs impacting budgets or capacity expansion.

Roles & responsibilities (concise)

  • S&OP Facilitator — Owns cadence, agenda, data readiness, reconciliation, follow-up actions.
  • Demand Lead — Presents reconciled forecast by SKU, channel, and region; explains assumptions and promotions.
  • Supply Lead — Presents capacity, constraints, planned production, supplier status, and alternative supply options.
  • Finance Partner — Translates plan into P&L/Cash impacts, highlights margin and working capital implications.
  • Commercial / Sales Leader — Validates commitments, prioritizes customers or channels when supply is constrained.
  • Product / Engineering — Provides updates on new product launches, change control, or technical risks affecting supply/demand.

Data inputs and reconciliation checklist

Before the monthly S&OP, the facilitator should confirm the following reconciled dataset is available and version-controlled.

  1. Demand inputs: consensus forecast (by SKU / location / channel / month), confirmed orders/bookings, promotions calendar, new product launch plan, backlog.
  2. Supply inputs: production plan by line and shift, current and projected capacity (including planned downtime), supplier lead times and constraints, inventory on-hand and in-transit, safety stock rules.
  3. Commercial inputs: sales commitments, key account agreements, pricing or promotion assumptions.
  4. Finance inputs: target revenue and margin, cash/working capital targets, cost assumptions (transport, material prices), approved capital projects affecting capacity.
  5. Service & risk inputs: customer service levels, warranty or quality issues, regulatory or supply risks (single-source suppliers).

Reconciliation steps: run a short "data health check" before the meeting that confirms: a) no duplicate versions of the forecast, b) inventory ledger matches physical counts within tolerance, c) lead times are current, and d) financial assumptions are aligned.

Scenario templates & how to use them

Always test at least three scenarios so decision-makers see practical tradeoffs.

  • Base Case — Consensus forecast with current capacity and procurement status. Use as the working plan.
  • Upside Case — +X% volume from promotions or new customer wins. Show supply gaps, required overtime, or expedited freight costs.
  • Downside / Constrained Supply Case — Loss of a supplier or reduced capacity. Show which customers drop, inventory burn, and financial impact.

Present scenarios with simple quantitative impacts: SKU-level shortfalls, incremental cost to meet upside, margin erosion, and working capital change. Keep scenarios parametric (change a few clear inputs) so participants understand cause-and-effect.

Decision gates and rules

  1. Commitment Gate: At the monthly S&OP the executive sponsor signs off on the Base Case as the company commitment for customers and finance (for the planning horizon agreed).
  2. Escalation Rule: If any SKU has a predicted shortfall > threshold (example: > 5% of monthly demand or > X units), supply lead must propose mitigation; unresolved mitigations escalate to Executive Review.
  3. Priority Rule: When constrained, prioritize by pre-agreed criteria (e.g., strategic customer, margin, contractual penalties). Document the prioritization logic and keep it consistent.
  4. Change Control Rule: Any change that materially impacts P&L or capex requires sign-off from Finance and the Executive sponsor before being accepted into the committed plan.

Sample monthly S&OP agenda (90 minutes)

  1. Quick data health check and action follow-ups (10 min)
  2. Demand review: forecast drivers & key variances (20 min)
  3. Supply review: capacity, constraints, supplier alerts (20 min)

  • Forecast Accuracy (by SKU/time bucket) and Forecast Bias
  • Committed Fill Rate / OTIF for key customers

  • Financial impact of plan changes (margin / cash)
  • Number of escalations and % resolved on time

Common pitfalls and quick remedies

  • Pitfall: Meetings start without reconciled data. Fix: Require pre-read data packages 48 hours before and refuse to discuss unverified numbers.
  • Pitfall: No authority to make decisions. Fix: Ensure decision-makers attend or designate empowered deputies with written delegation.
  • Pitfall: Siloed KPIs (e.g., ops measured on utilization only). Fix: Align KPIs across functions to shared outcomes (service, margin, WIP).

Quick start checklist (for your first three monthly cycles)

  1. Identify facilitator and executive sponsor.
  2. Agree on data owners and pre-read deadline.
  3. Run the first meeting as an observed rehearsal: walk through Base, Upside, and Constrained scenarios.
  4. Document decision rules and publish the committed plan.
