Purpose

This template helps teams map required skills, record observed evidence, run consistent competency assessments, plan development actions, and track progress on a gap dashboard. It’s designed for fast, repeatable onboarding and cross-training so you can reduce defects, improve quality, and make readiness visible.

Quick start

  1. Copy the spreadsheet for your site or team.
  2. Populate the Skills Catalog with domain-specific skill statements.
  3. Map Roles to required skills and minimum proficiency levels.
  4. Use Employee Records to capture current proficiency and evidence.
  5. Assign Development Actions and track completion in the Training Plan.
  6. Review the Gap Dashboard weekly to prioritize cross-training and hiring.

Workbook structure (tabs)

1) Skills catalog

Define each skill clearly. Good skill statements are observable and testable (not vague). Example columns:

  • Skill ID
  • Skill name (e.g., "Set up Model A press")
  • Short description / scope
  • Criticality (High/Medium/Low)
  • Suggested assessment method (observation, checklist, written test)

2) Role-to-skill requirements

Map each role to required skills and minimum acceptable proficiency level (see scale below). Example columns:

  • Role
  • Skill ID
  • Minimum proficiency required
  • Required certification or expiry date (if applicable)

3) Employee records

Track each person’s assessed proficiency and supporting evidence. Example columns:

  • Employee name / ID
  • Role
  • Skill ID
  • Proficiency level (1–4)
  • Evidence (observation notes, test score, photo, certificate link)
  • Last assessment date
  • Assessor

4) Training plan

Action-oriented development items assigned and tracked. Example columns:

  • Employee
  • Skill to develop
  • Development action (on-the-job coaching, e-learning, shadowing)
  • Owner
  • Start date
  • Target completion date
  • Status
  • Notes / evidence of completion

5) Gap dashboard

High-level metrics and filters for prioritization. Suggested cards and columns:

  • Percent of required skills at or above minimum proficiency (by role)
  • Number of employees below minimum for critical skills
  • Average days to competency (time from assignment to assessed proficiency ≥ minimum)
  • Open development actions and age
  • Skills with no qualified backup (single-point-of-failure)

Proficiency scale (recommended)

Use a short, testable scale so assessments are comparable across assessors.

  1. Level 1 — Observed as novice: Needs direct supervision; can perform simple steps but not independently. Evidence: watched a demo, partial checklist items passed.
  2. Level 2 — Practicing with support: Can perform task with occasional prompts; requires coaching. Evidence: observed performing task with < 2 prompts, basic checklist passed.
  3. Level 3 — Competent / independent: Performs reliably without prompting to the standard; can mentor occasionally. Evidence: multiple observed runs meeting quality/time standards; checklist and/or short test passed.
  4. Level 4 — Expert / trainer: Teaches others, troubleshoots variations, and improves the process. Evidence: trains others, documented improvements, consistently high-quality output.

Assessment guidance

  • Use direct observation for hands-on skills and a short checklist for pass/fail evidence.
  • Record the assessor name and date for traceability.
  • Prefer short, frequent assessments over infrequent long ones (e.g., daily checks during onboarding week, monthly spot checks thereafter).
  • Define acceptance criteria for each skill (what counts as a successful performance).

Sample formulas & KPIs

  • Percent proficient (role X) = (count of skill-role cells with proficiency ≥ required) / (total required skill-role cells) × 100
  • Critical skill coverage = number of employees meeting minimum for high-criticality skills / total high-criticality skill requirements
  • Average time to competency = average days between assignment and first assessment ≥ required level
  • Single-point skills = skills where < 2 people meet required proficiency

Notes on evidence and versioning

Store minimal but sufficient evidence (photos of certificates, short assessor notes, checklists). Keep a change log for role-to-skill mapping so you can trace requirement changes over time.
