Core decision rules (use before approving)

  • Verify competency and current unit orientation for the proposed covering staff.
  • Confirm colleague acceptance and manager awareness before final approval.
  • Avoid swaps that leave simultaneous high-acuity assignments without appropriately skilled coverage.
  • Prefer float-pool activation over overtime when matching competencies are available.

  • Overtime hours (weekly/monthly)
  • Shift fill rate (%)
  • Float-pool utilization (%)
