1. Input validation checklist

Before accepting or releasing a short-term schedule, confirm the following inputs. If any item is uncertain, treat the order as an exception and route it for clarification.

  • Available capacity: Confirm shift hours, planned downtime (meetings, maintenance), and headcount for each workstation. (Example: 2 operators × 8 hours = 16 operator-hours.)
  • Workstation constraints: Verify machine availability, tooling/fixture availability, and any sequencing constraints (e.g., machine A must precede B).
  • Setup/changeover times: Use measured setup durations for the current changeover family; include prep and teardown. Prefer measured values over estimates.
  • Run (process) times: Use realistic cycle times (median of last N runs) rather than ideal or nameplate times.
  • Material & components: Confirm material-on-hand or known arrival times; mark orders with partial material as constrained.
  • Batch size & minimum runs: Validate minimum production quantities, lot sizes, and any quality sampling requirements that affect run lengths.
  • Known bottlenecks: Explicitly identify the current bottleneck(s) and limit releases accordingly.
  • Frozen horizon: Respect the shop’s frozen window for committed work (e.g., 24–48 hours) unless emergency override is triggered.
  • Special conditions: Hot jobs, quality holds, engineering changes, or customer penalties should be flagged and treated as exceptions.

2. Conflict-resolution rules (priority matrix)

When two or more orders compete for the same finite capacity, apply a small, consistent set of rules to choose the order. Declare these rules locally and keep them visible at the planner station.

  1. Hard commitments first: Customer orders with firm delivery dates or penalties outrank internal jobs or non-critical stock replenishment.
  2. Bottleneck smoothing: Prioritize the sequence that reduces future changeovers or keeps the bottleneck running continuously.
  3. Earliest Due Date (EDD): Use due date as a primary tiebreaker when commitments and bottleneck effects are equal.
  4. Setup grouping: If two jobs share tooling or family, sequence them back-to-back to avoid multiple setups.
  5. Shortest processing time (SPT): For small opportunistic windows (e.g., leftover minutes), schedule short jobs to clear queue and reduce queue length.
  6. Critical ratio (CR): Use when due date urgency must be quantified—CR = time remaining till due / remaining processing time; lower CR => higher priority.

Release rules

  • Stagger releases to bottlenecks: Release work to upstream cells so the bottleneck always has work but is not overwhelmed.
  • Pull where possible: Use simple kanban or ticket pull to avoid over-releasing to constrained areas.
  • Minimum release unit: Respect minimum batch sizes tied to setup economics; do not release sub-minimum lots without planner approval.
  • Hold rules: If material, tooling, or quality status is unknown, hold at the release point and flag for resolution.

4. Measurement: schedule adherence and exception logs

Track a small set of metrics daily. Keep the measures simple and tied to clear actions:

  • Schedule adherence (start-based): % of operations started on or before scheduled start time. (Target depends on maturity—start with 70–85%.)

  • Exception rate: # of schedule exceptions (bumps, holds, reschedules) per 100 scheduled operations.

  • Planned start / actual start
  • Reason code (material, tooling, quality, capacity, urgent customer)
  • Impact (minutes/hours of delay)
  • Owner (who fixed / who must act)
